ISWAN / MPHRP in Malaysia

Two introductory events were organised in Malaysia in the week of 22nd August 2016. ISWAN / MPHRP participated in awareness sessions which were hosted by IKMAL (the Marine Department of the Government of Malaysia, association of professionals), MYMET (Maritime Educational Training Institute Association) and Johor Port Authority.

Training was opened in Port Klang on 23rd August by IKMAL president Dato’ Abdul Jamil b. Murshid. Dato’ Baharin b. Dato’ Abdul Hamid, the Director General Department of Shipping followed with the keynote address on the importance of humanitarian response towards maritime piracy incidentsin Malaysia. He applauded the efforts undertaken by MPHRP in supporting seafarer’s welfare issues and noted the continued need of this support given the recent kidnapping of Malaysian seafarers recently.

The training was provided by Capt. Abdul Aziz Abdullah, Chirag Bahri and a panel session including representatives of Mymet, IKMAL and the Marine Department. The presentations aimed to raise awareness of the Maritime Piracy Humanitarian Response Programme (MPHRP), the International Seafarers’ Welfare and Assistance Network (ISWAN) and the training programmes and resources provided for the survivors of piracy and their families.

Chirag spoke about his ordeal while he was held by Somali pirates for nearly eight months and referred to other case histories of seafarers and their families facing the horrifying ordeal of piracy. About 50 people attended, among them officials from the Department of Shipping, Malaysian Navy and Coast Guard, Marine Police, manning agencies, trainers from maritime institutes and trade union representatives.

The next event was held in Miri, Sarawak on 25th August, where smaller tug boats and offshore supply vessels are vulnerable to the increase in pirate activity in the Sabah region and Sulu Sea. The event drew the attention of 20 local ship owners and trainers as they wish to be better prepared with humanitarian assistance during and following an incident.

IKMAL’s – Capt Ghani Ishak’s (CGI) 2016 Lecture Deliverd by Mr Kitack Lim

IKMAL’s “Capt Ghani Ishak’s (CGI) 2016 Lecture” was successfully held at the Emerald Room, Mandarin Oriental Hotel, Kuala Lumpur in the evening of 09th August 2016.

It was delivered by Mr Kitack Lim, the Secretary-General, International Maritime Organization (IMO), in the presence of YB Dato’ Sri Liow Tiong Lai, Minister of Transport, Malaysia and other luminaries of Malaysia’s maritime fraternity. There was also a Question & Answer Session after the Lecture.

IKMAL also took the opportunity to confer its prestigious “Honorary Fellowship” award to Mr Kitack Lim. He is the first foreign dignitary to be so honoured. Over 250 people attended the momentous occasion.

Wrongful Dismissal Issue faced by an IKMAL Member

IKMAL received a written complaint from an IKMAL Member on a case relating to wrongful dismissal.

Below is the chronology:

On Saturday, 16th July 2016 the Sec Gen of IKMAL received a written complaint from an IKMAL Member on a case relating to wrongful dismissal. IKMAL’s Council discussed the matter & obtained all necessary written evidence from the Member.

On Monday, 18th July 2016, a call was made by IKMAL’s Sec Gen to the company’s Senior HR Manager seeking explanation.

On Thurday, 21st July 2016 IKMAL’s Sub Committee on MLC/Seafarers’ Welfare met and had a telephone discussion with the IKMAL Member.

We were informed that the company had written to him indicating that he is STILL in the company’s employment and that the earlier notice was only an “advance advisory”.

IKMAL will still pursue the case with the company, seeking compensation for not providing notice as indicated in the Seafarers’ Employment Agreement (SEA) when sending the Member the “advance advisory” note.

IKMAL’s Seafarers’ Education Fund

Revised conditions for eligibility of IKMAL Members to receive part of the RM 25000.00 allocated by IKMAL’s SEAFARERS’ EDUCATION FUND (SEF):

a) Must be an IKMAL Member for not less than 1-year;

b) Have taken or will be taking STCW-related course/s in any maritime training centre in MALAYSIA throughout 2016. Applicants who have taken such course need attach receipts of fees payment as proof. Applicants who will be taking the courses need submit copies of letter of admission for such.

c) This offer is open to ALL GRADES (LIFE/ORDINARY/ASSOCIATE/STUDENT) of IKMAL’s Membership;

d) Physical presence during the Day of the Seafarer celebrations in AKADEMI LAUT MALAYSIA (ALAM) on 25th June 2016 to receive the assistance is encouraged, but, not mandatory.
