IKMAL’s Activities Summary – April to August 2015

06th April 2015 New Secretary General (Sec-Gen), Capt Abdul Aziz bin Abdullah FNI; F.IK. appointed; IKMAL commenced operating from its newly rented office located at: 1-06-03, Worldwide@7, Jalan Lazuardi 7/29, Section 7, 40000 Shah Alam, Selangor D.E.
13th April 2015 New Accounts and Administrative Executive, Mr Mohd Nur Luthfi b. Rosli recruited.
15th April 2015 Sec-Gen represented IKMAL at the Ministry of Transport’s (MoT) meeting on: “Packed container weight” SOLAS Amendment.
23rd April 2015 IKMAL’s representatives participated at the Forum organised by the Ministry of Transport (MoT) on Malaysia’s International Maritime Organisation’s (IMO) Council Nomination.
24th April 2015 IKMAL’s representatives participated in the 2nd World Maritime Day (WMD) 2015 Preparatory Meeting chaired by a representative from the Marine Department Malaysia (MarDept) – IKMAL assigned to organise the International Conference and Golf Tournament.
25th April 2015 The Honorary Secretary represented IKMAL at the Akademi Laut Malaysia’s (ALAM) Graduation Ceremony in Melaka.
14th May 2015 Four (4) IKMAL’s representatives participated in the Workshop deliberating on the formulation of the “Malaysian Shipping Master Plan (MSMP)” specifically providing inputs on “Seafarers’ welfare, protection and capacity development” organised by the Malaysian Institute of Maritime Affairs (MIMA).
15th May 2015 IKMAL’s representatives participated in the 2nd Seafarers’ Day Preparatory Meeting chaired by a representative from MarDept.
04th June 2015 IKMAL’s representative took part in meeting Chaired by MarDept discussing Seafarers’ issues.
10th June 2015 IKMAL’s representatives participated in the discussions pertaining to the draft MSMP organised by MIMA.
13th June 2015 IKMAL’s 31st Annual General Meeting (AGM) held at the Holiday Villa Hotel in Subang Jaya.
15th June 2015 Sec-Gen was invited by ASTRO AWANI to participate in the Panel discussing issues relating to the missing MT ORKIM HARMONY which was later televised nationally.
16th June 2015 IKMAL’s representatives participated in the 2nd Seafarers’ Day Preparatory Meeting chaired by a representative from MarDept.

Dato’ President of IKMAL and the Sec-Gen were invited to have informal discussions with MarDept on the MT ORKIM HARMONY’s incident.

17th June 2015 Sec-Gen represented MarDept for an English-language radio interview over TRAXX FM on the Seafarers’ Day celebrations. The Sec-Gen was also interviewed by RTM TV station on the MT ORKIM HARMONY incident.

The Sec-Gen was invited by MarDept to attend a session organised by ORKIM Shipmanagement who were meeting Family Members of MT ORKIM HARMONY. A short discussion was held with the Senior Management Officers of ORKIM Shipmanagement where the Sec-Gen highlighted the availability of trained “Welfare Responders” from IKMAL to assist Family Members, should it be needed.

19th June 2015 IKMAL’s representatives participated in the 3rd World Maritime Day (WMD) 2015 Preparatory Meeting.
25th June 2015 IKMAL participated in the SEAFARERS’ DAY events organised by the MarDept at WISMA PELAUT, Port Klang.

IKMAL presented RM 2000.00 as ‘Seafarers’ Education Assistance’ to five (5) deserving Seafarers undertaking maritime courses in Malaysia.

06th July 2015 IKMAL obtained approval from the Human Resource Development Fund (HRDF) as a TRAINING PROVIDER under its ambit.
10th July 2015 Sec-Gen represented IKMAL at a meeting called by the MoT to discuss possibility for Seafarers to be “trained in the art of self-defence” as added action to deter pirate attacks.
13th July 2015 Dato’ President & Sec-Gen represented IKMAL at a meeting Chaired by the Sec-Gen of the MoT deliberating on the future lease of ALAM.

IKMAL was requested to follow up with written submissions, which was done the following day.

14th July 2015 Sec-Gen represented IKMAL at a meeting conducted by the MoT to deliberate on the appeal for extension of the 100% tax exemption on all Malaysian shipowners by the Malaysia Shipowners’ Association (MASA).
24th July 2015 IKMAL’s representatives participated in the 4th World Maritime Day (WMD) 2015 Preparatory Meeting.
11th August 2015 The Registrar of Societies (RoS) approved amendments to IKMAL’s constitution made during its 31st AGM.

IKMAL’s representatives attended MarDept’s “Seafarers’ Open Day’ at WISMA PELAUT.

15th August 2015 IKMAL’s Dato’ President attended the Official Launching of Lighthouse Open Day in Fort Cornwallis in Penang.

IKMAL and MASA jointly opened a booth at the event publicising the forthcoming World Maritime Day 2015 activities.

17th August 2015 The INTERNATIONAL SEAFARERS WELFARE & AID NETWORK (ISWAN) approved IKMAL’s application for membership.
21st August 2015 IKMAL’s representatives participated in the 5th World Maritime Day (WMD) 2015 Preparatory Meeting.
27th August 2015 IKMAL and MarDept jointly organised the 1-day Seminar on:

“SEA ROBBERY and PIRACY – Realities and Capabilities

at the Maritime Transport Training Institute (MATRAIN), Pulau Indah, Port Klang.

Seminar On Sea Robbery & Piracy – Realities & Capabilities

IKMAL, in collaboration with the Marine Department Malaysia, organised 1 day Seminar On Sea Robbery & Piracy
– Realities & Capabilities at Auditorium, Maritime Transport Training Institute (MATRAIN), Pulau Indah, Port Klang on 27th August 2015.

A total of 10 Speakers from Malaysia’s uniformed services and private sectors related to the maritime industry addressed issues critical to the topic. 125 attendees were present to hear them out. The response was such an overwhelming success that IKMAL had to decline some potential participants. A full report will appear in the next edition of MARITIME MALAYSIA.

Participation in “Day of The Seafarer” Event – 2015

IKMAL played an active role during the “Day of the Seafarer (Hari Pelaut)” celebration on 25th June 2015 at Wisma Pelaut in Port Klang. Besides opening a Booth, IKMAL also presented 5 “Seafarers’ Education Assistance Fund”, each amounting to RM 2000.00, to 5 deserving Seafarers.

A number of IKMAL’s Past Presidents also attended the event and 2 of them, Dato’ Capt. Ahmad Sufian b. Abdul Rashid and Datuk Capt. Hamzah b. Mohd Noor, graciously presented cheques amounting to RM 5000.00 each to Dato’ Abdul Jamil b. Murshid, current President of IKMAL, to replenish IKMAL’s Seafarers’ Education Fund.

Datuk Dr. Ismail b. Hj. Bakar, the Secretary General of the Ministry of Transport (MoT), Malaysia and Dato’ Abdullah Yusuff b. Basiron, Secretary, Maritime Division of the MoT were amongst the visitors who stopped by at IKMAL’s Booth.

President’s Message: IKMAL Transformation

The new elected Council Members came into office last June 2014 and coming in at the middle of the year, only test the strength and the commitment of those now wearing the IKMAL handsome jacket. If only the honour of wearing these jackets were subjected to the hard and tough fought election, during the last AGM. It never happened. However, we are steadfast to uphold the very principle of the foundation of IKMAL and it is our honour and privilege to serve.

Coming into office in the middle of the year, coincide with the yearly program and preparation with the Annual Dinner and the Annual Golf for the maritime fraternity. Aside with these programs and other activities such as the preparation of IKMAL’s Journal and participation in exhibition and seminars, it may be seen that is not enough challenges to carry us through. If to carry on with the usual routine ‘challenges’ that would flow and at the end of the year, our KPI is met, then the expectations of portraying IKMAL as the maritime professional body could be only a lukewarm reception.

IKMAL is now at the crossroad of transformation. With the coming into force of the Maritime Labour Convention [MLC 2006], where all merchants ships of certain tonnages will have to comply in terms of employment of seafarers, IKMAL have submit application to the Authority concerned to be a recognized member in the Tripartite Agreement.

IKMAL shall represent seafarers on Malaysian registered ships. Relevant amendments in the IKMAL Constitution have to be made in order to reflect the need to look after the welfare and well-being of the seafarers. The challenges ahead are to prepare and to transform IKMAL into an organization that will be cognizant as a party to the Tripartite Agreement within the MLC 2006 mandatory arrangement.
It is crucial in the coming days for IKMAL to solicit and to be prepared for such transformation and for IKMAL to further serve the interest of its members.

I can only assure that with all the members’ support, IKMAL will be transformed.
